Biden asked today about Putin massing troops on Ukraine border, if it'll affect potential summit. "It does not impact my desire to have a meeting" with Putin, Biden said, noting Russia withdrew some troops. But "no specific time or place" yet, he added. "That's being worked on."

In a call with Putin, Biden “made no bones about the fact that we will be taking actions this week,” says National Security Adviser Jake Sullivan. “He wants to get to that stability in this relationship and ... find a course ahead that does not lead to a cycle of confrontation.”

Guests and analysts on Russian media are spending quite a bit of time speculating about Biden’s mental health and age and whether that impacted his comments about Putin. Biden called a spade a spade. Whether that was diplomatically wise is a fair question, but he’s not wrong.

Here it is. The Putin-Biden call, according to @PressSecPsaki  and the White House readout, is very different than the Kremlin's readout. Biden brought up Russian hacking, the poisoning and jailing of Navalny, Russian bounties on US troops, and more.

In one phone call readout w/ Putin, Biden & team clearly articulated their new Russia policy: (1) engage on mutual interests, (2) contain Putin's belligerent actions & (3) speak up in defense of human rights. Rather brilliant:
