“Justice,” of course, is a normative idea that in this formulation presupposes that *all* members of society should enjoy basic and equivalent treatment under the law, notwithstanding whether their particular outcomes give them power or privilege.

It is positive that the HR/VP is not mincing many words in his statement on #HongKong  after the EU's Foreign Affairs Council. China's breach of international law and of Hong Kong's basic law are clearly castigated. Of course, question remains: what else will EU member states do?
